OBJECTIVES OF THE CONSULTANCY
General Objective
Facilitate the development of a Strategic Action Plan for ACTO that guides the institutional sustainability and constant evolution of the Amazon Regional Observatory (ORA), preserving its relevance, technology and innovation as the information processes, products and services for the Member Countries of the ACTO are updated.
Specific Objectives
- Help ACTO develop a strategic perspective on the ORA as an institutionalized mechanism for meeting its evolving mandate and offering sustainable products and services of relevance to the Amazon. As part of this, develop a diagnosis on the current state of the implementation of the ORA and evolving future vision based on evolving mandates that covers the conceptual, organizational, functional, financial, communication, technological infrastructure, software, institutional and inter-institutional aspects of the ORA, with lessons from emerging global good practices from other similar organizations.
SELECTION CRITERIA
- An advanced graduate degree (at least Master’s, PhD preferred) in natural resources management, business administration, strategic institutional planning or equivalent.
- At least 15 years’ experience working on strategic institutional planning issues, including as related to complex multi-sectoral institutions. Knowledge of the Amazon regional context desirable.
- Strong knowledge of modern transparent governance practices, leveraging evolving technologies, and planning to meet shared objectives.
- Experience working in regional/transboundary/basin scale water/natural resources management and/or environmental organizations is desired, preferably with familiarity with the Latin America regional context.
- Familiarity with the use of modern technology, particularly related to modern data/analytics and knowledge/learning systems.
- Experience working in both developing and developed countries.
- Experience working with water/natural resources related institutions in complex river basins is desired.
- Excellent writing and communication skills in English and Spanish is required. Knowledge of Portuguese will be an advantage.
- Experience working in diverse, multi-sectoral teams.
