This proposal arises from the need to coordinate joint actions on climate change and the mandate of the Lima Regional Meeting “Regional Dialogue: Cooperation Opportunities to tackle Climate Change” held in July 2016, with the aim of identifying the challenges and opportunities of regional cooperation associated to commitments made by the ACTO Member Countries in the Paris Agreement.
As a precedent, in 2010, the Ministers of Foreign Affairs of the Member Countries approved the addition of climate change as an emerging topic in the Amazonian Strategic Cooperation Agenda (ASCA).
In the following years, the regional dialogue on the topic was enhanced, having as final decision and approving a Declaration of the Member Countries in order to carry out the COP 21. It was ratified in this document “the importance of an agreement on clear and effective commitments to comprehensively address the challenges of climate mitigation and adaptation in the areas that affect the Amazon and Nature/Mother Earth in general, with the participation of civil society and indigenous peoples in accordance with national legislation, financial, and technological support to address them in a manner that is consistent with the broader challenges of sustainable development and poverty eradication.
This proposal will continue being developed by the Member Countries to carry out a Regional Climate Change Program which will guide the formulation and implementation of projects and the search for funding by PS/ACTO.
