The Amazon Cooperation Treaty Organization (ACTO) invites highly qualified professionals to apply for the position of Financial Management Specialist under the project “Towards a Better Understanding of Amazonian Aquifer Systems for Their Protection and Sustainable Management” (GEF ID 11108).
Funded by the Global Environment Facility (GEF) and implemented by ACTO with the support of the United Nations Environment Programme (UNEP) and the Inter-American Development Bank (IDB), the project seeks to generate updated scientific knowledge and promote the sustainable and coordinated management of Amazonian Aquifer Systems shared by Bolivia, Brazil, Colombia, Ecuador, Peru and Venezuela.
The selected professional will play a key role in ensuring efficient, transparent and accountable financial management of the project, supporting budget planning, procurement processes, financial monitoring, reporting and compliance with the regulations and procedures of ACTO, UNEP, IDB and GEF.
Key Responsibilities
The Financial Management Specialist will:
- Manage project financial resources in accordance with approved budgets and institutional regulations.
- Prepare and submit periodic financial reports, budget execution reports and account statements.
- Coordinate procurement, contracting and payment processes.
- Support financial planning, budgeting and annual operational planning.
- Monitor project expenditures, financial performance and implementation indicators.
- Collaborate with internal and external audits.
- Prepare financial reports for ACTO, UNEP, IDB and other funding partners.
- Support the implementation of monitoring and reporting systems for project results and impacts.
Professional Profile
Applicants should have:
- A degree in Administration, Economics, Finance, Accounting or related fields.
- A Master’s degree in Business Administration, Project Management or related disciplines.
- At least 15 years of professional experience in administrative and/or financial management of projects.
- Experience in projects financed by international cooperation agencies, preferably with non-reimbursable funds.
- Proven knowledge of financial management, procurement and reporting procedures of organizations such as IDB, UNEP and GEF.
- Experience in monitoring results frameworks and preparing management reports.
Duty Station
The position will be based at the Permanent Secretariat of ACTO in Brasília, Brazil, and requires availability for occasional travel to ACTO Member Countries.
