Public security in the Amazon is a means to ensure the well-being of populations and protect the integrity of the biome, contributing to avoiding the tipping point.

ACTO promotes regional cooperation in public security and justice to address environmental crimes and other cross-border illicit activities, aiming to prevent and combat insecurity factors that threaten Amazonian populations and the integrity of Amazonian ecosystems.

This axis advances coordinated strategies and responses within the framework of national legislations and reaffirms the regional commitment to protecting the Amazon, human rights, and the security of its populations.

Lines of action

Strengthen regional cooperation in public security, including police and judicial cooperation, and information sharing to address environmental crimes and other cross-border illicit activities.
Consolidate the functioning of the Special Commission on Public Security and Cross-Border and Transnational Illicit Activities in the Amazon Region as a space for political, technical, and operational coordination.
Promote the exchange of best practices, experiences, national strategies, and capacities among the competent authorities of Member Countries.
Foster shared diagnostics, early warning systems, and coordinated actions against illegal mining, human trafficking, and other related crimes affecting the Amazon.
Develop, within the framework of the Amazon Regional Observatory (ARO), a monitoring module on transnational illicit activities to strengthen tracking, information generation, and decision-making.
Promote technical dialogue on operational coordination mechanisms, including coordinated operations and initiatives for the integration of air traffic control systems in the Amazon Region.
