Thematic Axes

The fight against transnational organized crime is a shared priority among the eight Amazonian countries.

ACTO promotes regional cooperation in public security, justice, and intelligence, coordinating joint efforts to confront environmental crimes and other cross-border illicit activities that threaten peace, sovereignty, the rule of law, and the integrity of Amazonian ecosystems.

This axis reaffirms the collective commitment to defend the Amazon, strengthening regional security, respect for human rights, and the protection of environmental and social defenders.

Lines of action

Strengthen regional cooperation in public security, justice, and intelligence to enable joint efforts in combating environmental crimes and transnational illicit activities.
Establish the Special Commission on Public Security and Cross-Border Illicit Activities in the Amazon Region as a permanent body for political and technical coordination.
Promote the exchange of best practices, experiences, and information among police, judicial, and intelligence authorities.
Coordinate regional actions to eradicate illegal mineral exploitation and its related crimes, such as smuggling, trafficking, and money laundering.
Establish a specialized module within the Amazon Regional Observatory (ARO) dedicated to monitoring environmental crimes and cross-border illicit activities, supporting evidence-based public policies.
Initiate technical dialogue on the creation of a Regional Airspace Control System for Border Areas, aimed at cooperative surveillance and prevention of illicit activities.
