OBJECTIVES OF THE CONSULTANCY
General Objective
Improve, create or increase computer functionalities of the ARO dashboards, aimed at improving its usability, using visualization and interactive ePackaging.
Specific Objectives
- Identify needs for improvement and/or creation of new ARO dashboards (prioritizing all modules).
- Establish the tools and/or computer mechanisms that will be used to improvements and creation of new dashboards.
- Carry out the development of improvements to at least 03 ARO dashboards or reports (arranged with the ACTO team).
- Create at least 02 new dashboards for the ARO.
SELECTION CRITERIA
- An advanced graduate degree (at least Master’s) in Data Science, Computer Science, Information Technology, Interactive data communications, or equivalent.
- At least 5 years’ experience working on data science, including familiarity with various data formats, APIs, spatial data, and user requirements assessment.
- Proficiency in programming languages such as Python, R, JavaScript or other relevant scripting/libraries for data visualization.
- Proficiency in tools for data visualization (e.g. scripting libraries like D3/Matplotlib/Seaborn/ggplot2, online spreadsheets, Flourish, DataWrapper, Tableau, PowerBI, GIS dashboards) and ePackaging (e.g. html eBooks, Storymaps, etc.)
- Proficient in integrating diverse datasets from various sources into a unified platform. Familiarity with data cleaning, transformation, and validation processes.
- Ability to interact with multi-sectoral teams to determine user needs, constructively analyze and overcome challenges, and customize data visualizations and ePackaging.
- Experience working in both developing and developed countries.
- Experience working with data-related services and institutions in complex governance settings is desired.
- Strong communication skills for visual story-telling. Excellent writing and communication skills in English and Spanish is required. Knowledge of Portuguese will be an advantage. Experience working in diverse, multi-sectoral teams.
