Amazon: Source of Life and Cooperation

The Amazon holds the largest reserve of freshwater on the planet. Ensuring its conservation is essential for life, climate stability, and global environmental balance.

ACTO regards water as a common and vital good, promoting regional water governance based on cooperation among the Amazonian countries. The focus is on guaranteeing the human right to safe drinking water and sanitation, while strengthening shared and sustainable management of aquatic ecosystems — surface, groundwater, and transboundary.

This axis reaffirms the commitment of the eight Member Countries to manage Amazonian water in an integrated, solidarity-based, and sustainable manner, balancing rational use, environmental protection, and the well-being of populations.

Lines of action

  • Strengthen regional cooperation to guarantee the human right to safe drinking water and sanitation, promoting integrated and sustainable management of aquatic ecosystems.
  • Establish the Amazonian Network of Water Authorities (RADA) as a technical and political coordination body for regional water governance.
  • Develop regional protocols for the monitoring, revitalization, and protection of water sources.
  • Harmonize and strengthen hydrometeorological monitoring and early warning systems, focusing on disaster prevention and climate resilience.
  • Promote water quality surveillance for human consumption and productive activities.
  • Develop technical, technological, and institutional capacities, fostering innovation and knowledge exchange among the countries.
