Institutional strengthening is the foundation of a solid and lasting Amazonian governance.

ACTO works to consolidate its political and technical structure, reinforcing the Amazon Cooperation Treaty (ACT) as the pillar of regional cooperation among the eight countries.

The objective is to ensure that the Organization has the technical, political, and operational capacity to coordinate regional actions, implement decisions, and monitor the joint commitments undertaken by the Member States.

Lines of action

  • Strengthen ACTO’s governance, advancing the establishment of the Meeting of Presidents of the Member States, the highest body for political decision-making and strategic guidance.
  • Reactivate the Special Commissions — such as those on Environment, Public Security, Health, and Indigenous Peoples — to integrate thematic areas and coordinate regional decisions.
  • Modernize the Permanent Secretariat, expanding its technical and managerial capacity to implement the Amazonian Strategic Cooperation Agenda (AECA) and monitor regional programs.
  • Consolidate the Amazon Regional Observatory (ARO) as an integrated system for monitoring and scientific information on the region.
  • Strengthen the National ACT Committees (CONAPER), promoting coordination between national policies and regional commitments.
  • Consolidate the alliance with the Forum of Amazonian Cities, as a platform for dialogue and cooperation with local governments, aligned with the AECA.
